Hair, skin, nail, barbering and massage services are licensed by the states, not by the federal government, and every state named in this guide runs a free public lookup. To check, search the person’s name or license number, confirm that the license type matches the service you are booking, and look at the status and expiration date. In many states a shop or salon holds its own establishment license as well, separate from the licenses of the people who work there.
The table below lists the official agency and lookup for the seven states with the largest Albanian-ancestry populations in the Census Bureau’s ACS 5-year estimates, 2020 to 2024: New York, Michigan, Massachusetts, New Jersey, Florida, Illinois and Connecticut. Each link was checked on the agency’s own website.
| Shteti | Who licenses hair, skin, nails and barbering | Where to check | Massage and medical licenses |
|---|---|---|---|
| New York | New York Department of State (appearance enhancement licenses, including cosmetology) | Appearance Enhancement Licensee Search | Massage therapists, nurses and physicians are licensed by the State Education Department’s Office of the Professions, which has its own “Verify a License” search |
| New Jersey | New Jersey State Board of Cosmetology and Hairstyling (barbers, beauticians, cosmetologist-hairstylists, manicurists, skin care specialists and shops) | Board page, “License Verification” | Other professional boards sit under the same Division of Consumer Affairs |
| Miçigan | Department of Licensing and Regulatory Affairs (LARA), which lists Cosmetology and Barbers under occupational professionals | Find or Verify a Licensed Professional or Business | The same LARA page covers Massage Therapy, Nursing and Medicine under health professionals |
| Masçusets | Board of Registration of Cosmetology and Barbering (cosmetology, barbering and electrology) | Board page, “Check a license” | Check the relevant Massachusetts board for massage, nursing or medicine |
| Konetikët | State of Connecticut eLicense portal, which covers credentials issued by the Department of Public Health, the Department of Consumer Protection and other agencies | eLicense License Lookup | Same portal. The state describes its lookup data as primary source verification |
| Illinois | Illinois Department of Financial and Professional Regulation (IDFPR): cosmetologists, estheticians, barbers and nail technicians | IDFPR License Lookup | IDFPR also licenses massage therapists |
| Florida | Department of Business and Professional Regulation (DBPR), Board of Cosmetology: cosmetologists, nail specialists, facial specialists, full specialists and salons | DBPR license search | Massage therapists are licensed by the Florida Department of Health’s Board of Massage Therapy, which links to the department’s own license verification search |
If a name does not appear, do not assume the worst. People are often licensed under a legal or maiden name, and a booth renter may be licensed individually while the salon holds a separate license. Ask the professional for the exact name and number on the license. A licensed professional will not mind the question.
Med Spas, Injectables and Fillers: Who Is Allowed to Do What
Medical aesthetics is where checking credentials matters most, because the rules are different from salon rules and they change from state to state.
Start with what the federal government says. The U.S. Food and Drug Administration regulates dermal fillers as medical devices. It has approved them for specific uses in adults aged 22 and over, such as moderate to severe facial wrinkles and folds and the augmentation of lips, cheeks and chin. The FDA’s consumer advice is direct: seek a licensed health care provider with experience in dermatology or plastic surgery, never buy fillers online because they may be counterfeit or not approved for the United States, and avoid needle-free “filler pens,” whose safety and effectiveness have not been shown. The agency also warns that injectable silicone is not approved for any cosmetic body contouring. The most serious risk of any filler is accidental injection into a blood vessel, which can cause tissue death, vision loss or stroke.
Who may legally hold the syringe is decided by each state. Two official examples show how the line is drawn:
- New York. The Department of State explains that appearance enhancement services are non-medical procedures, such as facials and eyelash extensions. Medical procedures cannot be performed under an appearance enhancement license, and a business that offers them has to operate as a medical practice or medical facility.
- Illinois. A joint memo on medical spas from the Department of Financial and Professional Regulation and the Department of Public Health, updated on 30 October 2025, states that physicians may perform cosmetic procedures that affect the living layers of the skin and may administer drugs including Botox, and that a physician may delegate those tasks to nurses and other licensed staff under the terms of the state’s Medical Practice Act. A separate IDFPR Statement on Prohibited Practices says cosmetologists and estheticians are prohibited from using any technique, product or practice intended to affect the living layers of the skin. It lists Botox, collagen injections, microneedling and all but superficial chemical peels as the practice of medicine, outside the scope of a cosmetology or esthetics license.
The practical rule is the same everywhere. Before an injectable, laser or other medical treatment, ask who the supervising physician is, ask what license the person treating you holds, and look both of them up on the state medical or nursing board, not on the cosmetology board.
Cosmetics, Permanent Makeup and Microblading: What the FDA Does and Does Not Do
Many clients assume that products used in a salon have been approved by the FDA. In general they have not. The FDA states that cosmetic products and ingredients, other than color additives, do not need its approval before they go on the market. Companies that make or sell cosmetics are legally responsible for the safety of their products, and the FDA can act against products on the market that break the law.
Microblading and other permanent makeup are forms of tattooing. The FDA notes that although some color additives are approved for use in cosmetics, none is approved for injection into the skin, and that the practice of tattooing is generally regulated by local jurisdictions rather than by the federal government. That is why requirements for microblading artists differ so much from place to place. The risks the FDA lists include infection, allergic reactions, scarring (keloids) and complications with MRI scans. If you have a bad reaction to a cosmetic, tattoo ink or permanent makeup, you can report it to the FDA online or at 1-888-463-6332.
Questions to Ask Before You Book
- What is the exact name and license number on your state license, and what services does it cover?
- Does the salon, shop or clinic hold its own establishment license?
- For microblading or permanent makeup: which local or state body regulates you here, and can I see the permit?
- For injectables and fillers: who is the supervising physician, who will actually perform the injection, and what is that person’s license?
- Which product will you use, and can I see the box and labeling? (The FDA suggests asking about the specific product and its labeling.)
- What are the risks at this injection or treatment site, and what is your plan if something goes wrong? (The FDA recommends asking providers how they handle a blood vessel complication.)
- How are tools cleaned and disinfected between clients?
- Is there a patch test for color, lash adhesive or other products if I have sensitive skin?
None of this is a comment on any business in this guide. These are the same checks worth running before any beauty or wellness appointment, anywhere. If you own a licensed Albanian-American beauty or wellness business that is not in the directory yet, you can add your listing here.
Pyetje të shpeshta
1. A renditen këto biznese?
Jo. Ky është një udhëzues në qendër të vëmendjes së komunitetit, jo një renditje apo miratim.
4. A është i rregulluar mikrobladingu?
Regulation varies by state and often by county or city, because the FDA leaves the practice of tattooing and permanent makeup to local jurisdictions. Depending on where you live, requirements may include a body art or tattoo license, bloodborne pathogens training and a facility permit.
5. Si mund ta paraqes biznesin tim të bukurisë?
Mund të dorëzoni përmes faqes së dorëzimit të direktorisë ALB Connection.
6. A janë të sigurta shërbimet estetike mjekësore?
Siguria varet nga kualifikimet e ofruesve, pajisjet dhe respektimi i udhëzimeve të FDA-së.
Does the FDA approve salon products and cosmetics?
Generally no. The FDA says cosmetic products and ingredients, other than color additives, do not need FDA approval before they go on the market. Manufacturers and sellers are legally responsible for product safety, and the FDA can take action against unsafe or mislabeled cosmetics once they are being sold.
Can an esthetician or cosmetologist inject Botox or fillers?
That depends on state law, but a cosmetology or esthetics license on its own does not cover injections. New York says medical procedures cannot be performed under an appearance enhancement license. Illinois lists Botox and collagen injections as the practice of medicine, outside the scope of cosmetologists and estheticians. Injectables belong under a physician’s authority, so check the medical license too.
Who should perform dermal filler injections?
The FDA advises choosing a licensed health care provider with experience in dermatology or plastic surgery. It also warns consumers not to buy fillers online, not to use needle-free injection devices, and to seek medical help immediately for unusual pain, vision changes or signs of stroke after an injection.
