Overview
Competences of the Ministry of Labor and Social Welfare within the Government of the Republic of Kosovo
Ministry of Labor and Social Welfare (MPMS), based on Regulation No. 02/2011 for the areas of administrative responsibility of the Office of the Prime Minister and the ministries have the following powers and responsibilities:
I. Creates labor and social welfare policies as well as drafts and implements legislation for these areas;
II. Support and develop non-discriminatory labor and employment relations, taking into account applicable international labor standards:
III. Monitors employment and social welfare developments and introduces adequate active measures to promote employment and reduce unemployment as well as adequate passive measures to meet the needs of social assistance for needy citizens;
IV. Support the action policy and social welfare work practices for the protection of children and minors;
V. Establishes standards for safety and protection at work for employees and supervises their implementation;
VI. Leads and supervises the public administrative institutions of employment and institutions of social care, of persons in need and cooperates with municipalities and institutions involved in the implementation of employment and social welfare policies;
VII. Monitors demand and supply for the labor market and commits to their compatibility;
VIII. Provides and oversees vocational training programs for the unemployed and jobseekers in terms of human resource development, to improve their employment opportunities;
IX. Promotes and encourages dialogue between social partners (workers’ organizations, trade unions, employers’ organizations and government);
