The Constitution of the Republic of Kosovo, in its Chapter XII, defines the role and powers of the Ombudsman in Kosovo, as well as, further, Law No. 05/L-019 on the Ombudsman, which regulates the organization and operation of Institution of the People’s Advocate (IAP), the responsibilities and way of working of the IAP, as well as regulates the procedures for submitting complaints and investigating them.
The Ombudsman is an equality mechanism for the promotion, monitoring and support of equal treatment without discrimination on the grounds protected by the Law on Gender Equality and the Law on Protection from Discrimination, which laws, together with the Law on the Ombudsman, constitute the legal package of of human rights, which entered into force in July 2015.
